Significant NCAA DIvision II Recruiting changes

Just receive the below information from NCSA Athletic Recruiting, which captures some significant Recruiting contact and communication rule changes.



NEW NCAA Division II Rules - Effective Date: June 15, 2012
 
1)      Recruits can have off campus visits (i.e. home visit, lunch at a restaurant) with coaches June 15th after their sophomore year.
 
2)      Recruits can have unlimited off campus visits (i.e. home visit, lunch at a restaurant) with coaches June 15th after their sophomore year.
 
3)      DII coaches cannot contact a recruit looking to transfer until they receive a permission to contact/release.
 
4)      Recruits can receive unlimited calls from DII coaches June 15th after theirsophomore year.
 
5)      Recruits can receive letters, emails or faxes June 15th after theirsophomore year.
 
6)      DII coaches can respond to a recruit before June 15th after their sophomore,as long as, the coach explains they are not allowed to have contact with them until June 15th after their sophomore year.
 
7)      Recruits cannot receive an email including any type of media (i.e. brochure, videos, media guide) before June 15th after their sophomore year.
 
8)      Recruits are allowed to receive text messages from DII coaches June 15thafter their sophomore year. DII coaches can only use the private email function on social media sites (no use of chat rooms, message boards, posts to "walls").
 
9)      DII coaches are not allowed to email recruits during games.
 
 
13.1.1.1 High School Prospective Student-Athletes.     
 
Synopsis: Recruits can have off campus visits (i.e. home visit, lunch at a restaurant) with coaches June 15th after their sophomore year.
 
In-person, off-campus recruiting contacts and telephone calls shall not be made with a prospective student-athlete or a prospective student-athlete's relatives or legal guardians before June 15 immediately preceding the prospective student-athlete's junior year in high school.  
 
13.1.6 Contacts.  
 
Synopsis: Recruits can have unlimited off campus visits (i.e. home visit, lunch at a restaurant) with coaches June 15th after their sophomore year.
 
There is no limitation on the number of in-person, off-campus recruiting contacts per prospective student-athlete.
 
13.1.1.2 Four-Year College Prospective Student-Athletes.      
 
Synopsis: DII coaches cannot contact a recruit looking to transfer until they receive a permission to contact/release.
 
An athletics staff member or other representative of the institution's athletics interests shall not make contact with the student-athlete of an NCAA or NAIA four-year collegiate institution, directly or indirectly, without first obtaining the written permission of the first institution's athletics director (or an athletics administrator designated by the athletics director) to do so, regardless of who makes the initial contact. If permission is not granted, the second institution shall not encourage the transfer and shall not provide athletically related financial assistance to the student-athlete until the student-athlete has attended the second institution for one academic year. If permission is granted to contact the student-athlete, all applicable NCAA recruiting rules apply. 
 
13.1.3.1 Time Period for Telephone Calls -- General Rule.      
 
Synopsis: Recruits can receive unlimited calls from DII coaches June 15thafter their sophomore year.
 
Telephone calls to a prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s)] shall not be made before June 15 immediately preceding the prospective student-athlete's junior year in high school; thereafter, there shall be no limit on the number of telephone calls made by institutional staff members to a prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s)]. 
 
 
13.4.1 Printed Recruiting Materials.  
 
Synopsis: Recruits can receive letters, emails or faxes June 15th after theirsophomore year.
 
An institution may not provide athletically related recruiting materials (including electronic mail and facsimiles) to a prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s) and coaches] before June 15 immediately preceding the prospective student-athlete's junior year in high school. 
 
13.4.1.2 Responding to Prospective Student-Athlete's Request.  
 
Synopsis: DII coaches can respond to a recruit before June 15th after their sophomore, as long as, the coach explains they are not allowed to have contact with them until June 15th after their sophomore year.
 
Institutional staff members (including athletics staff members) may respond to a prospective student-athlete's letter requesting information from an institution's athletics department before June 15 immediately preceding the prospective student-athlete's junior year in high school, provided the written response does not include information that would initiate the recruitment of the prospective student-athlete or information related to the institution's athletics program (e.g., the reply contains an explanation of current NCAA legislation or a referral to the admissions department).  
 
13.4.2 Electronic Media.  
 
Synopsis: Recruits cannot receive an email including any type of media (i.e. brochure, videos, media guide) before June 15th after their sophomore year.
 
An institution may not provide athletically related electronic media to a prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s) and coaches] before June 15 immediately preceding the prospective student-athlete's junior year in high school. 
 
13.4.5 Electronic Transmissions.
 
Synopsis: Recruits are allowed to receive text messages from DII coaches June 15th after their sophomore year. DII coaches can only use the private email function on social media sites (no use of chat rooms, message boards, posts to "walls").
 
Electronically transmitted correspondence (e.g., instant messaging, text messaging) shall not be sent to a prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s) and coaches] before June 15 immediately preceding the prospective student-athlete's junior year in high school. All electronically transmitted correspondence shall be sent directly to the prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s) and coaches] and shall be private between only the sender and recipient (e.g., no use of chat rooms, message boards, posts to "walls"). There shall be no limit on the number of electronic transmissions sent by institutional staff members to a prospective student-athlete [or the prospective student-athlete's relatives or legal guardian(s).  Color attachments may be included with electronically transmitted correspondence sent to a prospective student-athlete, provided the attachment does not include any animation, audio or video clips and there is no cost (e.g., subscription fee) associated with sending the item attached to the electronically transmitted correspondence. 
 
13.4.5.1 Additional Regulations -- During Conduct of Athletics Contest.  
 
Synopsis: DII coaches are not allowed to email recruits during games.
 
Electronically transmitted correspondence may not be sent to a prospective student-athlete [or his or her relatives or legal guardian(s)] during the conduct of any of the institution's intercollegiate athletics contests in that sport from the time the institution's team reports on call at the competition site at the direction of the coach until the competition has concluded and the team has been dismissed by the coach.
